Distributive conflict: analysis of the Program for Improving Access and Quality of Primary Care (PMAQ-AB) in two Brazilian northeastern capitals

This article analyzes the implementation of Program for Improving Access and Quality Primary Care (PMAQ-AB) in context a national political scenario deep transformations, from weak reformism that promoted slow extension rights to strong counter-reformism neoliberal restoration. It is case study with health workers, managers, counselors two capital cities northeastern Brazil, discussing matters work distributive disputes public resources. Results show intensification these conflicts unfavorable outcome workers after parliamentary coup 2016 context. Local dynamics expose wage contraction individualization labor relations reassertion meritocracy as an ideological ground precariousness. Workers oppose this, reaffirming their collective class condition, favoring benefit derived PMAQ fully regaining group wages.
